How do you send a MySpace bulletin?

How do you send a bulletin on MySpace? I want to use my business MySpace page to send a coupon to everyone that is subscribed to me. But I have searched and searched and can't find any kind of "send bulletin" link. I'm receiving bulletins. How are people sending them?

At the bottom of bulletins there is a tiny clicky that says post bulletin/view all.

Click post bulletin.

On the left hand side, under your inbox and friend requests is a box that says "post bulletin".
